NZTA Seeks Road Rule FeedbackConsultation closes Tuesday, March 25.

NZ Transport Agency seeks feedback on five proposed road user rule changes.


NZTA says the proposals relate to how lanes are used, and are intended to make rules clearer and safer.





The five proposed changes are:


  1. Allow children aged 12 and under to ride bikes on footpaths.
  2. Set minimum passing gaps when drivers pass other road users, including people cycling and riding horses, at least 1 metre at 60km/h or less, and 1.5 metres above 60km/h.
  3. Allow people to ride e-scooters in cycle lanes.
  4. Require drivers to give way to buses leaving bus stops.
  5. Clarify signage requirements for enforcing berm parking restrictions, the grassy area between a road and a footpath.



NZTA says feedback must be submitted using the form on its website, and it cannot include comments made via social media.


Consultation closes at 5pm on Wednesday 25 March 2026.
